EDWARDSVILLE – The proposed $44,000 purchase of a storage container for various items at Goshen Commons failed to pass at the last Edwardsville City Council meeting.
Aldermen voted 4-1 on June 16, 2026 to approve a sole source resolution awarding a contract of up to $44,300 for TARDIS Structures LLC for the purchase and delivery of a storage container for Goshen Commons. A “sole source” resolution allows city officials to bypass the standard bidding process to expedite a project.
Shortly after the vote, City Attorney Jeffrey Berkbigler advised that since the item was a “sole source” resolution, it needed five total votes to receive the two-thirds majority needed to pass. Aldermen Chris Farrar and SJ Morrison were absent.
Alderman William Krause cast the sole vote against the item’s passage after questioning its cost and the need for a sole source resolution. Krause also cast the only vote against the construction of Goshen Commons, saying its estimated cost of nearly $4 million could be better spent elsewhere.
At this week’s meeting, Alderwoman Elizabeth Grant said the project would address the need for storage at the site while integrating nicely into its surroundings. The structure was meant to store various items including umbrellas and chairs used during the Goshen Market.
The proposed 45-foot storage container would have been placed behind the park’s digital screen with a flat metal roof, surrounded by landscaping, with the potential for a mural or other art installation on the structure’s south side.
City Administrator Eric Williams said city officials originally looked at building a standalone masonry structure for storage, but the cost would have been significantly higher, totaling hundreds of thousands of dollars. He said $75,000 had originally been budgeted for the storage project.
