ALTON — The Alton Committee of the Whole adjourned without taking action Tuesday night, Oct. 13, 2026, after only three of seven City Council members attended, leaving the committee one member short of the quorum required to conduct business.
Rosetta “Rosie” Brown, who was scheduled to chair the meeting, attended along with Patricia Ford and Michael Velloff. At least four council members must be present for the committee to conduct business.

Brown said she expected the meeting to proceed as usual and was surprised there were not enough members present. She opened the meeting, then closed it because there was no quorum, she said.
Ward 5 Alderman John Meehan had asked Brown to chair the meeting, she said, and she knew he would not attend. Brown said she knew a couple of members would be absent but did not learn of another absence until the meeting time.
Brown said a Committee of the Whole meeting had never lacked a quorum during her tenure. Others told her it had not happened during their time serving, she said.
She expressed disappointment that she could not discuss items she had planned to raise, including the Teamsters strike and her thoughts about matters in the city.
“I couldn't elaborate on it today,” Brown said.
The City Council is scheduled to meet Wednesday, Oct. 14. Brown said she hoped business could move forward then. She also said an attorney hired for contract discussions with the Teamsters union and the City of Alton was expected to attend the council meeting and provide input.
