CHICAGO – In its ongoing effort to strengthen the state’s health care workforce, the Illinois Department of Financial and Professional Regulation (IDFPR) today announced the addition of two new license types onto its modernized licensing platform, CORE (Comprehensive Online Regulatory Environment). This update marks the completion of Phase 3.4 in the system’s implementation.

The latest added license types expand the range of health care professionals who can apply and renew their credentials through CORE. Importantly, the update represents the first step of integrating nursing professions into the platform, one of Illinois’s largest professional groups and a vital part of the state’s public health infrastructure.
“Providing a faster, more efficient pathway for nursing professionals to enter or renew their credentials directly supports our ongoing efforts to maintain a strong and reliable health care workforce capable of meeting the needs of residents,” said IDFPR Secretary Mario Treto, Jr. “Modernizing the licensing process reduces administrative barriers and helps more of these qualified professionals to enter the field.”
Individuals whose professions are now available on CORE should utilize IDFPR’s new licensing system to apply for licensure. The additional license types launched on CORE today are:
- Licensed Practical Nurse
- Temporary Licensed Practical Nurse
To date, 131 new applications for licensure are now being accepted on CORE. All application methods (including renewals, reinstatements, and restorations) – along with additional license types – will be added to CORE during the following phases:
Phase 1
Three pilot professions added to test system functionality. New applications only for clinical psychologists, nail technicians, and music therapists.
Phase 1.1
Four additional license types added to CORE.
Phase 2
Add all remaining Division of Professional Regulation (DPR) professions with manual or paper processes, with a priority on healthcare professions. This phase will be for new applications only.
Phase 3
Full regulatory transition for DPR (which includes ALL application types, enforcement integration, and data migration of legacy licenses).
- Phase 3.1 was completed on February 3, 2026.
- Phase 3.2 was completed on February 10, 2026.
- Phase 3.3 was completed on March 4, 2026.
- Phase 3.4 was completed on May 13, 2026.
Phase 4
Full regulatory transition for the Division of Real Estate.
Phase 5
Full regulatory transition for the Division of Banking.
Phase 6
Full regulatory transition for the Division of Financial Institutions.
